The Office of Sponsored Programs (OSP) brings organization and assistance to those
faculty and staff members who wanted to seek funding for research, scholarship and
creative activities.
OSP is a one-stop shop that assists faculty/staff in locating funding, matching ideas
to the sponsor, creation of budgets, ensuring compliance with both sponsor and university
regulations, and the submission of grant proposal to federal, state and private agencies.
OSP is centered upon customer service and encompasses the following activities to
assist MSU faculty, administrators, staff and students in their pursuit of external
grant and contract funding:
Pre-proposal Stage: Developing or expanding proposal ideas; Identifying faculty/staff collaborators; Identifying
potential funding sources; Obtaining and interpreting guidelines; Assisting in planning
a proposal; Offering grant proposal development training; and Developing regional,
domestic and international projects.
Proposal Stage: Facilitating proposal routing to obtain appropriate internal approval; Assisting in
developing a budget and budget narrative; Assisting in completing university and agency
forms; Reviewing proposals and providing feedback; Editing proposals; and Proposal
submission.
Post-proposal Stage: Coordinating contract negotiations; Disseminating award documents; Assisting in technology
transfer; Analyzing reviewer comments for resubmission; Assisting in copyright issues; Completing
material transfer agreements; Facilitating contract routing to obtain appropriate
internal approval; Reporting under the Federal Funding Accountability and Transparency; Monitoring
Responsible Conduct of Research; Technical Program Reports; and Budget revisions such
as Sub-award creation, Budget reallocation modifications and amendments. Involvement
in research generally requires compliance training or a review of your proposed work.

If you are receiving federal funding, you must have completed training in the Responsible
Conduct of Research and Financial Conflict of Interest. RCR is mandatory for students
paid from NSF funds.
If you involve human subjects in your research, please contact Jonathan Baskin. Please
click the Murray State Institutional Review Board link in the navigation bar. You
must have the Institutional Review Board review and approve your research protocol
prior to beginning your work.
