ABOUT THE AUTHORS
H. Steve Freeman
is the director of the Department of Sponsor Programs at West Kentucky
Technical College. Dr. Freeman received his Ph.D. in Psychology from Faith
Baptist College at Church Point Louisiana in 1990. Dr. Freeman is also
a graduate of the University of Purdue /Indiana School of Fundraising.
Dr. Freeman has served School-to-Work Local Labor Market Area #1 since
1995, most recently as Director since 1997. Dr. Freeman served as the President/CEO
of a health care foundation from 1989 until 1995. In these positions he
has been active in grant research, fund development and grant preparation
at the local, state, and federal levels. Most recently Dr. Freeman co-authored
the publication of School-to-Work Kentucky'sBest Practices and has
served as a presenter at numerous state educational conferences. H. Steve

Martin Milkman
is a Professor of Economics in the Department of Economics and Finance
at Murray State University. He received his Ph.D. in Economics from the
University of Oregon in 1989. He has recently published articles in the
Journal
of Labor Research, Journal of Economic Education, and the Journal
for Research and Development in Education. He is also the Co-Project
Director for the Gender Equity Services Center at Murray State University
and the More Effective and Equitable Workshop Project in Kentucky. Dr.
Milkman has received numerous grants and contracts from state and federal
agencies as well as foundations for research and development activities
in the areas of education, labor relations, and regional economic development.
Dr. Milkman also works closely with numerous schools conducting workshops
on the integration of academic and vocational education as well as techniques
for more effective and equitable schools and classrooms. Martin Milkman

Shirley White is
currently the Program Director for the Consortium for Innovations in Education
with the West Kentucky Educational Cooperative. As Director, she provides
technical assistance and authors grant proposals for 10 western Kentucky
school districts. She has a Bachelor's degree in Vocational Rehabilitation
and Psychology and a Master's degree in Human Services from Murray State
University. Ms. White has 18 years of experience in conducting resource
mapping and securing funding for non-profit organizations. She has successfully
secured highly competitive federal, state, foundation, and corporate grants.
